WAG-Qaumajuq’s Stephen Borys Appointed to National CCPERB

Borys joins the Canadian Cultural Property Export Review Board as the only Prairie representative

Winnipeg, Manitoba, February 15, 2024: The Winnipeg Art Gallery (WAG)-Qaumajuq is proud to announce Director & CEO Dr. Stephen Borys has been appointed a member of the Canadian Cultural Property Export Review Board (CCPERB). The national board helps to ensure Canada’s cultural property is protected, preserved, and made accessible to the public and provides accountability and support to the institutions and individuals who create, acquire, and engage in the exchange of cultural property.

CCPERB duties include certifying cultural property for income tax purposes, reviewing applications for refused cultural property export permits, and determining the amount of a fair cash offer. The Board makes determinations with respect to the “outstanding significance and national importance” and the fair market value of objects or collections donated or sold to designated Canadian museums, art galleries, archives, and libraries.

Borys will begin his four-year term effective February 18, 2024 as the only representative from the Prairies. In his new role, Borys will be called upon to balance competing interests and steer a thoughtful course between the specific objectives of the CCPERB and the broader objectives of the Government of Canada as a whole. Other responsibilities include the promotion of inclusivity and to respond to calls for systemic change to deeply rooted structures and processes that have marginalized many Canadians. Borys will also be expected to adopt environmental improvements that foster a sustainable future and lead to social and economic improvements across the country.

  • In his role, Dr. Borys will balance competing interests between CCPERB objectives and the objectives of the Government of Canada.
  • As the sole Prairie representative, Borys will join the national board made up of representatives of the public at large, dealers in or collectors of cultural property, as well as other members of collecting institutions: Joanne Stober (Chairperson), and members Susan MacKenzie, Daniel Chouinard, Tzu-I Chung, Laurie Dalton, Paul Whitney, Monte Clark, Patricia M. Feheley, and Jo-Ann Kane.
